Surf Coast shire’s new council will be sworn in tonight ahead of their first meeting on November 26.
Five returning councillors and four new ones have officially been declared for the region.
The mayor and deputy will be elected on Thursday.
Meanwhile six members of Geelong Council have been returned for the next period of local government.
Mayor Trent Sullivan and Anthony Aitken among those returned, with Stretch Kontelj returning to council.
However a recount is on the cards for the Connewarre ward after the announcement of provisional council results.
Just five votes separated the provisionally elected Elise Wilkinson from Angela Shearman, leading to calls for a recount.
