The Point Wilson Wharf has reopened for the first time in 15 years.
The pier is the second longest in the Southern Hemisphere, measuring 2.3km closed in 2008.
It has since undergone a $193 million upgrade.
Defence Minister Richard Marles said the works supported local businesses and jobs, with more than 200 people directly employed.
The member for Corio said the wharf would once again handle munitions supplies.
“It’s a much better situation than what’s been happening over the last 15-years,” he said.
“Which is essentially the goods have been brought in through normal, commercial ports.”
Mr Marles said the regional facility would be the only dedicated munitions import facility in the country.
Locals are being reminded the wharf is on defence land and is not open to the public.
